Our favorite US election monitor is 2008's New Black Panther King Samir Shabazz who waved a billy club outside a Phillie polling station and identified himself as 'Security'

More about this, 11/4/2008 video posted below:

From 11/4/2008 video of Philadelphia polling station by a 'concerned citizen' from the University of Pennsylvania. Two men in paramilitary garb, one menacing with a billy club, stand in front of the polling place. King Samir Shabazz (with the billy club) asks the videographer why he's there. At :27 he replies, "I'm just a media guy." King Samir Shabazz says, "What media?" The man replies, "I'm with University of Pennsylvania." The U of Penn. man says, "Who are you?" Shabazz answers, "Security." At :32, Shabazz says, "Do you have any identification for that?" At :40 the man answers, "I have a poll watcher's certificate, so I can go inside." Shabazz asks him why he's taking pictures. At 1:00 the man replies he's just a concerned citizen worried that a person carrying a weapon might be intimidating to some people.

Text from You Tube page:

11/4/2008, ""Security" patrols stationed at polling places in Philly," Election Journal

"On Election Day 2008, Maruse Heath [King Samir Shabazz], the leader of Philadelphia's New Black Panther Party, stood in front of a neighborhood polling place, dressed in a paramilitary uniform.

Within hours, an amateur video showing Heath [his name is King Samir Shabazz], slapping a black nightstick and exchanging words with the videographer [identified on the video as a media person and concerned citizen from University of Pennsylvania], had aired on TV."...

The concerned citizen from the University of Pennsylvania politely asked the man with the weapon what organization he represented. The man with the club said, "security.""

......................

Outcome: King Samir Shabazz was merely asked not to carry a weapon at a polling place again until after Nov. 15, 2012:

"Monday, May 18, 2009

Court enters default judgment against defendant King Samir Shabazz. The injunction is extraordinarily narrow compared with the original drafted by the trial team. He is enjoined only from carrying a weapon near polling places within the city limits of Philadelphia, and the injunction lasts only until Nov. 15, 2012. The injunction does not cover other acts of intimidation or other racial threats at any Philadelphia polling place, and he is not prohibited from doing anything at any polling place outside of Philadelphia.

Now-cleared defendant (Jerry) Jackson is allowed to again serve as an official Democratic poll watcher at any polling place nationwide. The NBPP is free to provide “security” at any polling place in the country."

2014: King Samir Shabazz arrested againbut plans to visit Charlotte, North Carolina to start a New Black Panther Party chapter there:

July 2, 2014, "Controversial black supremacist busted again," Philadelphia Daily News, Dana DiFilippo

"MINISTER KING Samir Shabazz, the notorious black supremacist and leader of the New Black Panther Party's Philadelphia chapter, is in jail again.

Trenton police arrested him after officers - serving an outstanding warrant out of Atlantic City - found a 9 mm handgun, 30 rifle rounds and one armor-piercing bullet in a room where he was staying in the city's Battle Monument neighborhood, spokesman Lt. Mark Kieffer said.

It was the second gun arrest in a year for Shabazz, 42, whose real name is Maruse Heath. That means Shabazz is considered a probation violator in New York City, where he was arrested in June 2013 after officers spotted him wearing a bulletproof vest in Harlem and carrying a loaded, unlicensed handgun.

Shabazz now is being held in the Mercer County jail, charged with gun offenses; he faces extradition to New York City for the probation violations.

Malik Zulu Shabazz, who stepped down from his post as national chairman of the New Black Panther Party to be president of the Black Lawyers for Justice, didn't return a call from the Daily News, but he wrote on Facebook that he will fight to free Minister King Samir Shabazz, who he said was being held in lieu of $100,000 bail.

Besides his rants at rallies and on black-power radio shows supporting "cracker-killing," Shabazz is best known for sparking a federal probe for voter intimidation after he brought a billy club to a North Philly polling place on Election Day 2008.

The incident prompted party leaders to briefly suspend Shabazz and the Philly chapter. But both were reinstated in 2010, with Shabazz being promoted to "national field marshal."

In that post, he has spread his "Kill Whitey" message across the country, urging blacks to create militias to exterminate whites, skin them alive, pour acid on them, sic pit bulls on them, bust their heads with rocks and even raid nurseries to "kill everything white in sight."

Two days before his June 19 arrest in Trenton, he preached and took calls for nearly three hours on the Afrikkan Supremacy Blogtalk Radio Show, saying: "Never give up on this goddamn cracker. Never ease up. Never smooth things out for him." He also announced he was working on an autobiography and planned to visit North Carolina this weekend to start a New Black Panther Party chapter in Charlotte, N.C.

Shabazz had been arrested at least four times in Philadelphia, including one weapons arrest, according to court records."...

In 2008 New Black Panther website said it would have poll watchers deployed in 15 cities around the country:

7/16/2010, "The New Black Panther Party Case: A Timeline," Daily Signal, Tina Korbe

"Tuesday, Nov. 4, 2008"

The New Black Panther Party, which is recognized as a violent, racial hate group by the Southern Poverty Law Center and the Anti-Defamation League, announces on its website that more than 350 of its members will be “deployed” in 15 cities across the country to “ensure that people of color…are ensured their right to vote” and to “provide security protecting our people in the face of real and confirmed” white supremacist group threats. Outside a Philadelphia polling place, two New Black Panthers dressed in paramilitary garb—Jerry Jackson and Minister King Samir Shabazz—stand in front of the door. Shabazz uses racial epithets and brandishes a two-foot-long nightstick. The two are caught on tape, and multiple witnesses, including poll watchers Michael Mauro, Chris Hull, and Bartle Bull, say voters, poll watchers, and others were intimidated."
